AI Governance is Not New, But It’s Falling Short¶
Over the past decade, governments, corporations, and international organizations have published dozens of frameworks promising ethical, transparent, and trustworthy AI. These documents pledged to protect rights, reduce bias, and promote fairness. But as AI systems moved from theory to real-world deployment in hiring, policing, healthcare, credit scoring, and content moderation the promises of voluntary governance have repeatedly failed to prevent harm.
The world has not lacked ethical ambition. It has lacked the structures to make ethics matter.
From biased resume filters and opaque surveillance tools to disbanded ethics boards and algorithmic discrimination lawsuits, the last five years have shown that symbolic governance is not enough. When ethical oversight is unenforceable, when internal review boards have no authority, and when self-regulation becomes a public-relations strategy, trust collapses and people get hurt.
This section traces that collapse. It examines the evolution of AI governance from abstract principle to enforceable policy, exposes the invisible stakeholders shaping regulation behind closed doors, and asks a critical question:
